Stressing the delivery of legal pitches matters because it

因為投球計時器是計算到投手開始投球動作為止。但某些投手投球
前腳動來動去會有爭議:
這段時間到底要算成他開始投球，因此不算超出時間，
還是他還沒投球，因此搖太久就超時犯規。
所以MLB本季將會直接判這類動作為投手犯規。
