不好意思想請教大家一下，
我在讀2/25的60 seconds science時，
聽到如下的句子：
But really nobody—and certainly not the United States—has laid out the plan
to get there.
想請問這邊 and certainly not the United States的意思，
是指United States也沒有計畫去達標，
還是指除了United States之外其他國家都沒有計畫呢？

你的"United States也沒有計畫...." 講這話的人是美國的(一間名校的)climate scientist，他很清楚美國自己的(相關政策)情況，所以他才「特別」指出"啊我們自己都還沒訂出....(因為這是我的領域，我都有追蹤啊，我都有注意啊)"。畢竟是受訪，總不能用菜市場對話般的方式講，所以就成了你"聽"到的說法... has really（漏字） laid out the plan to get there
