這題考的是句意的平行，而不完全是文法上的平行

(2) began as
(3) later merged with
not (1) but ( (2) and (3) )
not...but... 和 ...and... 的平行應該隔開會比較清楚
而且 began 和 merge 平行，才會比較通順 看我上面 ( (2) and (3) ) 多加一組括號
另外，這題的"likely"是副詞用法。並非形容詞的 be likely to
所以 more than likely 要同時寫上去，符合慣用及比較原則。
more than likely 意思就是比 likely (=probably) 的機率更高
(D) (E) 不能選的理由不只有因為笨拙(你是想說 redundancy 冗贅 嗎？)
