Mr Osborne offered a message of solidarity with the far eastern giant in the
wake of the summer's Asian financial meltdown, which saw prices in Shanghai
slide by 8.5% in a single day.

He said he had specifically chosen the "epicentre" of the financial turmoil
to deliver the keynote speech of his five-day tour of China in order to driv
e home his message that market volatility should not get in the way of Brita
in developing closer financial and commercial links with a country whose eco
nomy had grown 20-fold since his first visit as a backpacking student.

Mr Osborne said: "I believe our two countries are perfectly positioned to be
partners in growth.

"Of course there will be ups and downs on the road ahead, but by sticking to

In his speech, Mr Osborne hailed the potential of proposals for a new direct
link between the London and Shanghai stock exchanges which he said would al
low UK firms to raise funds from Chinese savers and Chinese companies to inv
est in Britain.

He rejected the argument that Britain should respond to Chinese volatility b
y drawing back from the financial linkages established over the last few yea

"I want to take the opposite path," said the Chancellor. "Building more brid
ges over the next five years."

gher living standards in both our countries."

To questions over whether the appetite existed in London for the new short-t
erm bonds due to be offered - for the first time outside China - by the Peop
le's Bank of China, Mr Osborne insisted: "There is an enormous appetite and
it's only going to grow."

Mr Osborne said he wanted the UK to learn from China's success in developing
nuclear power stations and a high speed rail network.

"There is an ambition in China ... that we need to match," said the Chancell

Mr Osborne said he wanted to see UK broadcasters export shows like Downton A
bbey and Sherlock and films like the James Bond series to China. And he said
he wanted UK construction firms and architects help China "build new cities
and new airports".

By 2020, British exports to China could reach more than £30 billion, he sai

Mr Osborne's speech seemed designed to calm nerves among Western investors m
ade wary of China by the summer's turmoil, the slowdown in the country's gro
wth and the snap devaluation of the yuan.

While it was necessary to "stay vigilant to short term ups and downs", Mr Os
borne said he was "cautiously optimistic" about China's prospects for the lo

Chinese growth had driven the recovery after the 2008 crash, he said, adding
: "The world still needs China, we need China to power our economy forward."

The UK will support the government of President Xi Jinping - who will come t
o Britain on a state visit next month - as it pursues a path of market liber
alisation and makes the "enormous tectonic shift from investment-driven to c
onsumption-powered growth, said Mr Osborne.

He said his message to the Chinese authorities would be "Don't turn back".

When he invited questions from Chinese members of his audience, Mr Osborne w
as confronted by a series of demands to make it easier to get visas to visit
and study in Britain.

He responded: "I'm determined to make sure more Chinese people can get visas
to study and travel in the UK.

Mr Osborne acknowledged that Britain's democratic government "of course ...
disagreed on issues" with the one-party Chinese state, but added: "Let's con
duct our discussion on the basis of mutual respect."

Mr Osborne said that disagreeing with China on human rights issues was not "
inconsistent" with wanting to do business with the country.

Asked about China's human rights record, he told BBC Radio 4's Today program
me: "Well look, this is primarily an economic and financial dialogue, but of
course we are two completely different political systems and we raise human
rights issues, but I don't think that is inconsistent with also wanting to
do more business with one fifth of the world's population."

"But isn't it better to engage and to talk about these things rather than to
stand on the sidelines and try and conduct some kind of megaphone diplomacy

"I just think it's actually much better that we engage."
