在信中教宗提倡發放全民基本薪資（基本收入）來協助基層勞工度過疫情：
Many of you live from day to day, without any type of legal guarantee to
protect you. Street vendors,recyclers,carnies, small farmers, construction
workers, dressmakers, the different kinds of caregivers:
你們之中有許多人的每日生計沒有受到任何合法來源的保障的保護，街頭攤販、拾荒者、
表演者、小農、建築工、裁縫、不同類型的照顧者們：
You who are informal, working on your own or in the grassroots economy, you
have no steady income to get you through this hard time ... and the lockdowns
are becoming unbearable.
非典型勞工、自僱者或是在經濟階級底層的人們，你們沒有固定的收入可以幫助你們撐過
現在的艱困時期… 隔離的時期將會越發令人難以承受。
This may be the time to consider a universal basic wage which would
acknowledge and dignify the noble, essential tasks you carry out.
也許研擬實施全民基本薪資的時候到了，這將能報答與尊榮你們所承擔的崇高的基層勞動
。
It would ensure and concretely achieve the ideal, at once so human and so
Christian, of no worker without rights.
這將能確保並且具體的實現人類及基督徒們的共通理想：沒有任何勞工喪失他們的權利。
