The American ambassador declared to her Iraqi interlocutor that Washington,
"inspired by the friendship and not by confrontation, does not have an opinion"
on the disagreement between Kuwait and Iraq,
stating "we have no opinion on the Arab–Arab conflicts".
According to Richard E. Rubenstein, Glaspie was later asked by British journalists why she had said that,
her response was "we didn't think he would go that far" meaning invade and annex the whole country.
Although no follow-up question was asked, it can be inferred that what the U.S. government thought
in July 1990 was that Saddam Hussein was only interested in pressuring Kuwait into debt forgiveness
and to lower oil production.

他確實是侵略了科威特
美國並沒有贊同伊拉克入侵科威特的訴求，
絕對沒有這回事
當時只是經濟上的紛爭
而美國只是表態說
在伊拉克與科威特以及其他阿拉伯國家之間
這些經濟和石油上的衝突
美國不持任何看法
伊拉克可沒有問說我要入侵科威特，請問你有什麼看法？
基本上當時都以為是要搞經濟制裁
誰知道你真的拿刀拿槍直接入室搶劫，還直接強占著房子不走了？
這美國也不知道你會這樣亂搞好嗎？
這鍋不能怪美國吧！
