Potsdam Declaration
Proclamation Defining Terms for Japanese Surrender
Issued, at Potsdam, July 26, 1945
1. We-the President of the United States,
the President of the National Government of the Republic of China,
and the Prime Minister of Great Britain, representing the hundreds of
millions of our countrymen,
have conferred and agree that Japan shall be given an opportunity to end
this war.
2. The prodigious land, sea and air forces of the United States,
the British Empire and of China, many times reinforced by their armies
and air fleets from the west,
are poised to strike the final blows upon Japan.
This military power is sustained and inspired
by the determination of all the Allied Nations to prosecute the war
against Japan until she ceases to resist.
3. The result of the futile and senseless German resistance
to the might of the aroused free peoples of the world stands forth in
awful clarity
as an example to the people of Japan.
The might that now converges on Japan is immeasurably greater than that
which,
when applied to the resisting Nazis, necessarily laid waste to the lands,
the industry and the method of life of the whole German people.
The full application of our military power,
backed by our resolve, will mean the inevitable and
complete destruction of the Japanese armed forces and
just as inevitably the utter devastation of the Japanese homeland.

13. We call upon the government of Japan to proclaim now the unconditional
surrender
of all Japanese armed forces, and to provide proper and adequate
assurances of
their good faith in such action. The alternative for Japan is prompt and
utter destruction.

《波茨坦公告》（英語：Potsdam Declaration），又稱作《波茨坦宣言》、
《中美英三國促令日本投降之波茨坦公告》，是1945年7月26日在波茨坦會議上
由美國總統哈利·S·杜魯門、英國首相溫斯頓·邱吉爾、中華民國國民政府主席[註 1]
蔣中正
（未實際與會，但簽名以示同意）聯合發表的一份公告，蘇聯最高領導人約瑟夫·史達林
出席了該會議，
但因故是在事後簽署了這份公告。
重要基本內容
公告開始部分回顧了對德國的勝利和美國、英國、中國三國共同戰勝日本的決心（第一至
第五條）。
長遠的目標是在世界上建立一個和平的體系，避免將來軍國主義的重建，為此日本當權政
府必須停止運作（第六至第七條）。
重申《開羅宣言》中的諸內容必須得以實施，並且日本的主權須被限制在本州、北海道、
九州和四國以及三國政府所決定其他小島之內（第八條）。
日本軍隊須要完全解除武裝（第九條）。
公告聲明盟軍不打算奴役日本民眾或殖民日本本土，但發動戰爭者須要接受國際審判，新
的日本政府必須是民主的，保證言論、思想和宗教的自由和尊重人權（第十條）。
日本的民用工業可以保留，但能夠建立侵略力量的兵工須要被禁止，日本依然可以參加世
界貿易（第十一條），
在日本達到這些條件後，佔領軍將被撤回（第十二條）。
最後公告呼籲日本政府命令其軍隊無條件投降（第十三條）。
