TIME應該是美國雜誌吧?
那麼使用一些美國俚語也是有可能

Wonky的第二種意涵來自一個比較老的名詞wonk,是美國在20世紀末誕生的俚語,指專心在一些瑣事上面的好學者

學院派,指的也就是只會空談理論,不會做事的老學究確實和台灣俗語的空心菜意思很雷同

美國人要去理解"空心菜"的意涵,翻成英文寫進雜誌,很難問題是明明就是台灣事,台灣還硬去翻譯美國人翻譯台灣的詞彙,根本多此一舉
