應是宣示性法律
尼克森1972訪北京
中共美國1979年才建交
非邦交國美國本來就是想訪就訪
根本沒有限制
要訪台早就可以訪了
就算強制性法律
1995年美立法駐以色列大使館要遷耶路撒冷
因為政治問題，到今天還拖著不遷
所以，台美官員互訪
應該還是看不到
