在城市外交，除了官式的互訪，市長更著重在政策上的學習跟互動，
市長非常大方的授權，讓我與我們的實習生Williams，開始啟動台北澳洲公宅的政策交流
。
當然，除了跑去澳洲，我們這次選擇透過科技來克服地理跟時間障礙，與澳洲公宅管理非營利組織“Link
Housing”視訊會議。
Link Housing是澳洲的新南威爾士州的一個公宅管理非營利組織。新南威爾士政府直接與
Link Housing契約，讓Link Housing直接管理3000+公共住宅。
因此Link Housing負責管理政府公宅：政府所興建公宅，由Link Housing協助後續管理。
這有幾個好處
降低成本：無論是興建或後續管理，對政府都是沉重負擔，但由民間來執行，政府做政策
鼓勵及補助，能夠降低政府的成本。而民間若管理良好，也能使社會住宅更加有效的被推
行，及讓閒置房產做更有效率的運用。
良好投資：許多成本屬於隱性，例如社會問題、醫療支出等，都屬於城市的額外支出。但
提供高品質的社會住宅，有助於在長遠的未來降低這些隱性支出，對城市而言屬於良好的
投資。
利潤重新投入蓋房：因為是ＮＰＯ，也是政府委託具有公益性質，若有多餘補助或盈餘，
則可投入興建新的房產，再將其賣掉作為新的社會住宅。
市長說，我們常常認為，公宅只是興建就好，但是維護、永續經營，社區互動，才是後續
要處理的問題。
我們非常感謝澳洲代表Gary Cowan，在會議中針對澳洲的一些政治概況，還有公宅政策，
適時的添加意見，並且給予說明。非常傑出的外交官，這樣的城市互動，能夠增加公共政
策的品質，增強治理的能力，這是我們的目標與願景。
我們在台北市，就是盡台北市的責任，與美日澳等國，進行雙向交流。交流的意義是把好
的政策參考，但是模型必須考慮台灣自己國情去修正。交流的意義是避免犯同樣的政策錯
誤，有些已開發國家面臨的問題，他們已經面對過，我們不必重新發明輪子。
親什麼國家的意義，是建立實質合作，可以是教育政策（特拉維夫與台北開始的教育合作
案）可以是社會政策（公宅）可以是交通政策（無人車），可以是觀光（宮城縣、富山）
，可以是防災（台北與東京）
我知道現在大家都在關注誰說了什麼，
但是我懇請各位多關注，做了什麼，怎麼做。
Under the Mayor’s leadership, Taipei City Government has set ambitious
targets to bring our public housing program up to international standards. To
do this the Mayor has insisted that we learn from international experts.
Today’s #InternationalExchange with #Australian social housing provider
LinkHousingLtd was a great opportunity for the Taipei City Government to
learn about NSW public housing policies and what we can do to make our
#PublicHousing even more efficient and successful.
The exchange was attended by #AusOfficeTaipei representative Gary Cowan.
The current NSW social housing system, which Link Housing is a part of,
allows the gov to save money on professional, high quality property
management. This saved money can be invested in building even more social
housing.
The exchange was initiated by our International Research Intern, Harrison
Williams. As part of the Taipei City Government’s International Intern
Program, interns are encouraged to promote international exchanges. The
exchange with Link Housing was another example of how the Taipei City
Government is strengthening its international profile through these programs.
The Mayor was impressed by the exchange, expressed his desire to send a team
to Sydney he to study the merits of the NSW public housing system.
