express dissatisfaction with the Commissioner’s decisions in these
matters and cause deliberate disruption to the ICO’s services.
總之就是ICO早就認為這些論文仔都是來亂的了。
也直接說這些請求毫無合理基礎，只是故意濫用ICO的資源以及詆毀蔡總統，完全是對
FOIA的濫用。
16. The Commissioner therefore takes the view that this is a request without
reasonable foundation and that it has been submitted for the purposes
of wasting the ICO’s resources, as well as attempting to discredit
President Tsai. This is an abuse of the FOIA process.
