其中最重要變化就是下面內容：
We continue to have an abiding interest in peace and stability across the Taiwan
Strait. We oppose any unilateral changes to the status quo from either side. We
expect cross-Strait differences to be resolved by peaceful means, free from coe
rcion, in a manner acceptable to the people on both sides of the Strait.
解讀如下：
1.臺灣未來不是僅由在臺灣2300萬臺灣鄉親所能決定，而必須in a manner acceptable to
the people on both sides of the Strait；這算不算從不支持臺獨轉化到反對臺獨？確實
具有討論空間。
2.美國國務院正式確認海峽對岸對於臺灣未來有發言權。
3.其實這些政策論述算不算是對「兩岸互不隸屬」或是「中華人民共和國與中華民國互不隸
屬」間接駁斥，其實亦有值得討論空間。」
