事情是這樣，打算在德國電商買一組音響，轉運到比利時後請轉運商
寄回台灣，德國店家說等到了比利時清關後，將清關收據拍給他，
他就會退給我19% VAT，但是比利時的轉運商說在比利時一樣要付VAT，
所以他覺得德國店家怎麼可能會退VAT，只是德國店家一在強調會退，
不過他最後的說法如下我不是很能理解。
you order the articles by me with 19% VAT. If you register the items
at customs and thus export from Germany, you will receive the vat from us
back. But notice: if the items remain in belgium,
you have to pay 21% VAT there!
