Teams have received their preliminary bonus pools from Major League Baseball
for the 2013-14 international signing period, which begins on July 2.
For the first time, international bonus pools will be tiered based on reverse
order of 2012 major league winning percentage, which means the Astros have
the biggest pool space while the Nationals have the lowest. While the numbers
are preliminary, they are not expected to change much when the official pool
numbers are finalized, likely in the next few weeks.
Based on preliminary numbers, most teams will have less money to work with
during the next international signing period than they have during the
current 2012-13 signing period, in which every team has a $2.9 million bonus
pool. The aggregate international bonus pool space will decrease 11 percent—
or $8.8 million—with 22 teams having smaller bonus pools in 2013-14 compared
to 2012-13. That’s a contrast from the draft bonus pools, which rose 8.2
percent in 2013 compared to 2012.
In addition to its international signing bonus pool, each club is allowed to
sign six players for bonuses of $50,000 or less that will not count against
its pool, the same way each team is allowed to do so during the current
signing period. Any signing bonus of $10,000 or less will also be exempt from
a team’s bonus pool, an increase from the $7,500 bonus exemptions in place
currently.
