“People” is an odd word, because it’s used as both the plural of “person” (
since “persons” has fallen out of fashion) and the singular of “peoples”, wh
ere “a people” is a cultural or ethnic group.
“There is many people” is wrong either way, because “many” means there’s a
plural so it has to be “are many”. But you can say “There are many people”,
where you mean lots of individuals, and “There are many peoples”, where you me
an lots of cultural or ethnic groups of individuals.
