Yes. You also need a secinfo file and the newest decrypt9 nightly.

You need to have ctrnand.bin, ctrnand.bin.sha and ctrnand.bin.secinfo in
the files9 folder. Do auto ctrnand transfer, it should work. After that you
will be on 2.1.
Do not use Plailect CTRNAND as they don't have ticketdb right now. You
can use them with the older decrypt9 nightly, but you will not have any
system apps. You can still go to the browser, so it's possible to install
a9lh still.
If you use the newest d9 nightly with a personal dump then it should work
and you should have all apps on 2.1
