As succinctly as I can sum this All-NBA team stuff up after checking with the
proper authorities:
If Embiid or Jokic gets more C than F votes … neither can make First Team as
a forward no matter how high their total. Players get placed at the position
they get the most votes.

So basically, All-NBA voters are going to have to coordinate and work
together this year to get the right result of both Embiid and Jokic on the
first team.
