小弟有個a.html 內容如下

1. windows cmd "chrome a.html" ==>chrome開啟網頁 "https://a.html"
2. 右鍵點選a.html 以chrome 開啟 ==>連結到https://www.google.com.tw/
請問上面兩個動作有什麼差別?
