用情境來說吧
如果說的是總體的情況，不指某一特定urban area，就不要加the
High real estate prices in urban areas are affecting the society in a negative way.
假設你人在林口好了，跟一個美國人介紹：
high real estate prices in the urban area are driving people to the suburbs.
這邊the urban area指的就是台北
要不要加the真的很難，無法一一說明。
第二句我會翻成
The government is enacting new policies to meet housing demands
至於是housing demand 還是the demand for housing
這兩個根據我的語料庫搜尋，都有人用，只是housing demand比較常見，已經變成習慣了吧
這個其實只能靠經驗判斷，沒辦法...
