been真的可以省略嗎?

這題答案是(B), 請問為何不可選 (A) ?
3. The president _____ his inaugral speech at 10'clock this morning.
A) made
B) was making
這題答案是(A), 請問為何不可選 (B) ?
第2題和第3題有什麼不一樣嗎?

我覺得第三題的答案可能有誤 在過去確切的時間點所使用的就是過去進行式 當然用過去簡單式不算錯 但用過去進行式更能強調當下在做某件事第一題的worry 當動詞 就是這樣的用法
