忽略大量形容詞和副詞片語之後，我們可以清楚看到：
原句捨棄They admitted that they had disposal of wastes into the lake.
這樣冗長的說法，而用having 取代 that they had，
簡化整段名詞子句作為補語。
因此，如果你選C的理由是admit也可以直接接上名詞，
或許要加上the disposal或者their disposal會比較恰當。
