You are correct that those quests cannot be found in your server. This is due
to the fact that both quest had to be disabled some years ago since some
european organizations felt that the two quests promoted cruelty against
animals and the exercise of violence while drunk, and backed by specific
european legislation, forced Blizzard to disable both quest in the european
servers.
And that is why you cannot find them.
