hunight大對於FIBA的規定和各國的因應措施，實在說明的非常仔細阿~(讚x1000000! XD)
看到hunight大以及各位還有疑問的地方，剛好我這邊有些資訊
就針對我所知道的部份做個說明:
: 1.現在距離亞錦賽大概剩一個月，24人名單應該到提交時間了，按照菲律賓過去態度一直
: 是以Clarkson為歸化作為大前提，Smart Gilas裡面的內線備案，也是Blatche內線替補人
: 選，同樣是來不及作為本土出賽的東加和菲律賓混血Moala Tautuaa，如果名單交出去了，
: 是要怎麼換人？

上面連結是這次菲律賓所提交的亞錦賽24人名單
提交日期為8/20日，這時間在Clarkson還沒去菲律賓，也沒有傳出會代表菲出賽之前
重點是Clarkson有在24人名單之內(連結圖片裡的倒數第三位)，Blatche跟Tautuaa也有
既然三人都已經在名單內，那麼就不存在要怎麼換人的問題了
最後的12人正式名單會從裡面挑選，據說期限可能是9/8日
: 2.去年菲律賓總教練Reyes努力兩年多，最後無奈宣告放棄，因為搞不定16歲規則；今年
: 前FIBA ASIA秘書長還是菲律賓人，也說這一條限制就擺在那裏，現在菲律賓籃協跳出來
: 喊Clarkson不算歸化，這種跟喊爽的有什麼兩樣？
關於Clarkson這次的事件實在還蠻複雜的......@@
複雜的地方不是在於FIBA認定，而是Clarkson的背景
因為牽涉到菲律賓的內政問題(尤其是護照方面)
這部分我也不是非常清楚，只能試著盡量說明，請大家見諒

目前菲律賓通用的護照大致上有三種，依外皮顏色區分:
1. Machine Ready Passport,MRP (Maroon) ~1995
2. Machine Readable-Ready Passport,MRRP (Green) 1995~
3. E-Passport (Dark Maroon) 2009~
這三種根據不同用途，似乎還會區分成更多
而且到今年10月左右舊一律採用有電子晶片的E-Passport

“The mere fact that he’s here to bring the documents needed and observe the
Gilas practice, that’s a positive sign,” Samahang Basketbol ng Pilipinas
executive director Sonny Barrios told InterAksyon.com in a telephone
interview.
Barrios added that he already has Clarkson’s two Philippine passports — the
old (green-colored) and the new one (dark maroon-colored).
Having the old passport means that the Los Angeles Lakers guard, now 23 years
old, already secured the document even before he turned 16 — contrary to
what has been widely reported. It is a requirement by FIBA for players who
want to represent a country but has two nationalities.
Both passports are part of the requirements by FIBA for declaring eligibility
of any player who wants to play for a national team.

Clarkson持有兩種菲律賓護照，也就是舊版MRRP以及新版E-Passport
兩種護照都在FIBA的審核範圍之內

Barrios says that the 23-year-old Clarkson has held a Philippine passport for
11 years - making him a pre-teen when he became a citizen.
“In 2004, if I’m not mistaken,” Barrios said.
然後因為Clarkson是在2004年就取得舊版護照，也就是目前媒體普遍報導的12歲
這也是為什麼菲律賓認為他能通過16歲條款的原因
