張振聲於2018/07/03早上十點到達台北市政府，現在是7月4日晚上9點，昨夜植物人張振聲
和父母睡在 台北市政府一樓大廳內。
現在仍然在台北市政府一樓大廳內等柯文哲，已經等33小時了，會一直等到見到柯
文哲為止， 今晚若沒見到，一樣會睡在大廳內，若強制驅趕，父母會抵抗。

7月3植物人張振聲求見柯市長！
2000/03/21台大土木系學生張振聲跟眾多同學在籃球場打球，不知道何緣故倒地。張振聲
被台北市消防局和台大延誤就醫、處置失當，變成植物人。張振聲在台大醫院急診室第三
天醒過來了，第四天又因處置失當昏死過去，從此變成植物人。18年來都是張振聲的媽媽
在台中家裡獨自照護。
1. 2000/03/21台北市消防局救護張振聲的紀錄表（如附件）是造假的！例如，內容
有一項：送往醫院或地點，竟然寫 病人或家屬要求！ 張振聲當時已經昏迷，而且父母住
台中，也不知道他昏迷送醫院了，怎麼可能要求送台大醫院？更嚴重的是，北市消的救護
員根本沒有跟隨去台大醫院，造假，通通是造假！柯市長您應該查清楚！我已經寫三封信
給柯市長了，完全沒回應！
2. 張振聲躺在籃球場時，在場有兩輛救護車，都沒有電擊器，北市消救護車和台大
校本部的救護車，身負緊急救護責任的北市消救護員，不將振聲抬上北市消救護車就近送
三總，竟然抬上台大的車子送台大醫院，嚴重延誤就醫、處置失當，怠忽職守！害張振聲
變成植物人！柯市長應該查清楚！
3. 救護車在沒有電擊器的情況下，救護車竟然不送距離籃球場只有200公尺的三軍總
醫院（當時還在汀州路），卻送四公里多的台大醫院！害張振聲變成植物人！當時張振聲
唯一需要的是電擊器和縮短送達醫院的時間，跟醫生醫術以及醫院設備好壞完全無關﹗柯
市長您應該查清楚！
4. 張振聲被送到台大醫院就是柯文哲醫師、黃勝堅醫師和蔡璧如護理師醫治的。
5. 張振聲在台大醫院的第二天，有做大腦斷層掃瞄，大腦內的紋路還很清晰，細胞
還很正常。
第三天早上，我們去看張振聲，他有明顯反應了；中午去看他，眼睛睜開了，反應更好了
；
晚上7點再去看他時，我和內人各站在他左右邊，叫他“眼睛轉到爸爸這邊來”，他就轉過
來，
“眼睛轉到媽媽這邊來”他就轉過去，手伸過去握他，他會用力，他嘴巴想說些什麼，
但有插管，說不出來，他很喘…。他有反應了，而且能和外界互動了，我們高興至極…。
探病時間到，非離開不可，我告訴他“好好休息，明天一早就會來看你”，
我想將我的手從他的手掌中抽出時，他緊握不放，表情很緊張，
兩眼張的好大...他很激動...我看儀器表上的血壓值從160升到215。
護士過來趕人...我回頭..再回頭...流著淚離開…。
可是第四天張振聲病情突然大轉變！第四天一早我急忙踏入加護病房看他時，
他左右兩手被綁在床沿，整個人又跟第一天見時一樣完全不省人事，
我們叫他，他完全沒反應，屋內唯一的聲音是張振聲身上呼吸器的聲響…。
當時我和張母只能哭泣在哭泣，希望任由命運割切、撕碎…
隔天醫生說：“再做一次電腦斷層掃瞄看看”，做後他沒叫我們進去看。
幾天後某位醫生說：〝經過那晚大衝擊之後，整個大腦完全壞了〞。
您們可以去調出張振聲在台大醫院，第一天，第二天，第三天和第四天的大腦斷層掃瞄的
片子比較看看，如果沒有被湮滅、掉包、竄改的話，大腦斷層埽描變化之大，您會驚呼不
可思議！
6. 張振聲被台北市政府和台大延誤就醫處置失當變成植物人，大家卻把責任推得一
乾二淨，不但害張振聲一生，也害父母必須照顧植物人一輩子！沒天理！沒良心！沒人性
！沒公道！
張振聲的父母要求：台北市政府和台大必須負責從張振聲變成植物人後的一切照護工作和
費用！

時代是逐漸進步的
如果當時有更佳的緊急救護系統
也許張振聲現在過著一個正常年輕人的生活
但當時的時空環境並未如此進步
這是時代大環境的問題
我們也只能往前看
希望從這個不幸的例子中
找出我們可做那些改進
避免以後的人再遭遇同樣的不幸

第三天醒過來了，為何第四天又昏死過去呢？
ANS: This is the ischemia-reperfusion injury, ischemia can cause injury,
but reperfusion can cause more damage.
We are studying how to prevent this problem, otherwise, this problem will repe
at.
The patient seems to improbe then goes down hill again.
I have been a doctor for more than 10 years.
No matter how hard we work and sometimes we really achieve some task,
but there are still more that we do not know how to treat.
There is always something that is beyond our capacity.
In fact, as I told you that the society makes a progress slowly.
In USA, due to social security system,
your son will be taken care by some special organizations.
You do not need to worry the big cost you must be responsible for now.
In other developed countries, the same. However, here is Taiwan.
The income per capita is much less than those of other developed countries.
This is why what we are now. To hate cannot change anything.
I hope you can face this society with a more positive mood.
I do not know how to comfort you, but take my suggestion, see forward.

Mister Cheng:
I know what you send to me very well.
The key factor is to defibrillate as soon as possible no matter by whom.
In USA, heart disease is number 1 killer. About 1/3 Americans will die of hear
t attack.
So, in USA, every police car is equipped with an automatic external defibrilla
tor.
If your son could be defibrillated on the spot that day not in the hospital.
The story would be different. I know this.

我剛回台灣時
也不會知道今天 我們有 ECMO, artificial liver, ...... etc.
Ten years ago, fulminant virus hepatitis B flare up in a HBV carrier is 100% d
estined to die.
But today, it is not difficult to save them.
Finally, what we can do is how we can save more people in the future
from a lesson that we learned from a sad case.
