# Korea proposes that we should have a homepage and communicate online until
we meet again ( Korea volunteers to make the homepages )
Agree to meet in Manila mid-January ( Probably Jan 16-18, 2004 )
# Hosting of Conference
Who wishes to host the conference in 2004?
Hong Kong China, China, Japan, Korea and Indonesia
Separate Presidency and Conference
Conference Proposals :
1. China - Centennial of Faculty of Law PKU; Promote ALSA in China; can find
many sponsors and supporters ( Held on March or April )
2. Hong Kong ?Hong Kong and China will host the conference together; First
Conference in Hong Kong; Good Location; Cheap accommodation; can realize
both common law and civil law; new place to host conference; conference
fee will be about US 240; ( One day in Macao, 5 days in Beijing, 3 days in
Hong Kong ); Ferry to Macao is around US 14 ?15.
3. Korea ?In order to see how successful the five year plan ( To be held in
June, July or August )
4. Japan ?Conference focusing on academic activities; did not host a
conference in 2003; may be able to find sponsors to lower conference costs;
attract new members ( from universities ); Conference Fees may be US 250 (
Conference to be held in August )
5. Indonesia ?Boosting the spirit of ALSA in Indonesia; guarantees security
by using police envoys; every night may be a formal dinner; highest possible
fee US 300 ( Conference to be held in October )

Indonesia = 1 vote ( In )
Hong Kong & China = 2 votes ( HK & CH )
Korea = 2 votes ( KO & TH )
Japan = 2 votes ( JP & PH )

Hong Kong & China = 3 votes
Korea = 0 vote
Japan = 4 votes
Japan will host a conference with a primary governing council in August.
ALSA China and Hong Kong will hold a forum.
Motion : Should we give the right to ALSA China and Hong Kong to hold a
conference without the governing council ?
Agree to give the right to ALSA China and Hong Kong unanimously.

Name of the new Association
# Reasons to keep the name ?ASEAN ?
Indonesia : Building relationship with the ASEAN Secretariat which may aid
the association financially and that they are the founding fathers.
Korea : By changing the name to ASEAN, the organization as a whole will
lose sponsorship from sponsors of Korea, China, Taiwan and Japan.
Indonesia : proposes the name ?Asian ( ASEAN & East Asia ) Law Students
Association
Korea : proposes the same name, but( ASEAN & East Asia ) is on a second line
Korea : proposes to help Indonesia financially
Motion ( By Indonesia ) : Should the Governing Council be adjourned ?
vote to adjourn; 2 abstain Governing Council is not Adjourned
Motion ( By Korea ) : Should the official name include the word ?ASEAN ?or
not ?

Motion ( By Korea ) : Whether we agree or not since the ASEAN Law Students
Association has merged with China, Hong Kong, Japan, Taiwan and Korea. We
will use the name Asian Law Students Association as the official name
or not ?

Motion ( Whether this governing council will give Mr. Niti Nerngchamnong to
act as the acting President until January 16, 2004 ?

After the Governing Council Meeting, Heriyanto Yang came back to remind
Caroline Wong that he walked out and anything said or done after the
incident shall not be binding to him and Indonesia
On October 27, 2003, Heriyanto Yang ( representative of ALSA Indonesia )
said that Indonesia is not a part of agreeing Mr. Niti Nerngchamnong旧 being
the acting President and Ms. Weeraya Imchai旧 being the acting
Vice-President, therefore Indonesia takes no responsibility in this secision
by whatever nature, but Indonesia does not go against this decision.
