（A) is to turn
(B) is turning
依照參考書的句型（如文章標題）答案應是A
但為何這題答案給B?

根據我的理解， to turn to用於這次/上次/下次等一次性而turning to 是用於"每次"等現在簡單式

如果要用to turn to，我會在這種情況下用:Last time William got into trouble, what he did wasto turn to his parents for help.
