1. 是的. 這個 should 是個被倒裝的 modal verb, 所以後面的 be 要用原形. 這是個很正式的寫法.2. 從 result clause 的時態可以得知這是 first conditional, 所以相對應的 if clause 可以寫成 if insufficientaction "is" taken.
