HONG KONG — The presidents of China and Taiwan will meet on Saturday,
official statements from both said Wednesday. It would be the first such
meeting since the Chinese Communist Revolution in 1949 that divided the two,
in a prolonged and sometimes hostile conflict that has helped shape
Asia-Pacific politics for more than a half-century.

President Ma Ying-jeou of Taiwan is to confer with President Xi Jinping of
China in Singapore to exchange ideas about improving relations, but no
agreements are envisioned, said Mr. Ma’s spokesman, Charles Chen.

Zhang Zhijun, minister of China’s Taiwan Affairs Office, confirmed the
meeting would take place Saturday in Singapore, China’s state-run Xinhua
news agency reported. Mr. Zhang said the “status and the title of the
leaders of the two sides would be agreed upon by both sides,” Xinhua
reported.

Although relations between China and Taiwan have improved in recent years,
the Chinese government has insisted that Taiwan is a breakaway province and
that reunification is inevitable — by force if necessary. Many in Taiwan are
wary of China’s ultimate intentions.

The leaders of the two sides have not met since the Nationalist Party forces
of Chiang Kai-shek fled the mainland for Taiwan after losing a civil war to
Mao Zedong’s triumphant Communist Party in the 1940s.

On Taiwan, the Nationalist Party maintained itself as the Republic of China
and once vowed to retake the mainland, but its policies toward the Chinese

Mr. Ma, who is in the final months of his second and last term as president,
has expressed interest in meeting Mr. Xi before. He told The New York Times
last year that “it is a pity” that “the leaders of the two sides of the
Taiwan Strait” could not meet during the November 2014 Asia-Pacific Economic
Cooperation summit meeting in Beijing.

China’s leaders have been cautious about meeting Taiwan officials out of
fear of legitimizing the island’s government, which they have long tried to
isolate. At the same time, China and Taiwan have reached a series of trade
agreements during Mr. Ma’s eight years in office, and trade and travel
between the two sides has greatly expanded.

China favors Mr. Ma’s Nationalist Party, also known as the Kuomintang, over

It is unclear, however, how Mr. Ma’s meeting with Mr. Xi could help the
Kuomintang in Taiwan’s presidential and legislative elections in January.
The Kuomintang has trailed badly in polls partly because of Mr. Ma’s efforts
to forge closer ties to China.

Mr. Ma’s support in Taiwan has declined significantly over his second term,

Student protesters took over Taiwan’s legislature for nearly a month last
year to force reconsideration of a trade in services agreement with China. In

While a meeting between the two presidents would be historic, it is unlikely
to produce major breakthroughs. With the announcement that no agreements
would be signed, and Mr. Ma’s term of office expiring next year, there is
little time to pursue new accords.

Tsai Ing-wen, the presidential nominee of the Democratic Progressive Party,
