不是我想找碴，是我真的覺得你可能誤會了原文的意思。
尤其是你之前說「那44個可以吃狗肉的州裡面其實只有印地安人bhalbha」
印度安人所擁有的特權是「可以販賣狗肉」
你給的這些文章內容，都沒有講到自己宰殺狗肉要有執照(license)，
倒是有講到要賣狗肉要經過特殊監控。
(雖然你引個奇摩知識家的結果，看起來也毛毛的 不過沒關係)
我之所以會去質疑這個「需要有執照才能宰狗吃」的原因是因為，
如果真的覺得讓人民吃狗肉ok，這要求不太合理。
