Sen. Lindsey Graham (R-SC) told Fox News that “half of the Republicans are
going to vote 'no' on any more aid. That’s just a fact.” If so, then this
could have significant ramifications for the next stimulus.

On Monday, Senate Republicans announced the Heals Act (Health, Economic
Assistance Liability Protection & Schools Act), a ~$1 trillion stimulus package
proposal as a follow up to the Cares Act, the $2.2 trillion stimulus package
that Congress passed in March.

The Heals Act is the Republican response to the Heroes Act,
which House Democrats passed as a $3 trillion stimulus plan. Among other
proposals, the Heals Act includes the following:

2. Enhanced unemployment benefits capped at 70% of wage replacement;
3. $105 billion in education funding to open schools;
4. Student loan relief that pauses student loan payments for borrowers with no
income;
5. An extension of the Payment Protection Program; and
6. liability protections for businesses, hospitals and schools.

Will a stimulus deal fall apart?
Democrats are the only ones unhappy about the new stimulus package. Many
Republicans are unhappy with the new stimulus proposal too, as Graham
indicated. Here are quotes from multiple Senate Republicans about the
stimulus bill, as reported by CNN:

Fiscal conservatives are concerned about new government spending. This
includes second stimulus checks or weekly unemployment benefits, for example.
Conservatives are focused on limiting federal spending, and note that
Congress has approved trillions of dollars in spending for previous stimuli
in response to the Covid-19 pandemic. Some conservatives also say that
spending more money is not how problems should be addressed.
However, other Senate Republicans, such as Sen. John Kennedy (R-LA), say
there’s not enough aid for states and localities. The Heals Act contains
no new funding for states and localities, which have been hit especially
hard from Covid and are facing unprecedented budget shortfalls.
In contrast, Democrats proposed $1 trillion of aid for states and cities
in the Heroes Act.

2. 其他共和黨員,覺得法案債留子孫,一切都是民主黨的陰謀
3. 白宮方面,想要法案通過,但川普想要預算,蓋一間新的 FBI 總部在自己飯店旁邊
4. 民主黨,想要法案通過,而且要灑錢,瘋狂灑錢那種
總結
四組中一組完全不想要法案通過,一組想要少花錢,一組想要零用錢,一組想要大灑幣
