我想...你的問題不在於英文好不好，而是根本不懂法規架構= =

先來談談台灣的法規，台灣跟交通有關的法規有兩套

前者定義交通上的專有名詞(含意or行為)
後者定義交通違規的罰則
問題來了，台灣交通違規(違法)是看那一部??
Ans: 道路交通管理處罰條例
而車道分割/鑽車縫，根本沒有明定罰則，也是我所說的「不違法」
(ps1: 真的違法的話，機車紅燈時鑽到停等區早就可以罰了...)
(ps2: 紅牌重機國道不能鑽，可是明文寫在"道路交通管理處罰條例"，不同於平面)
