希臘閃電關閉公視 媒體大罷工
深陷歐債危機的希臘聯合政府迫於裁撤公務員壓力，十一日突然宣布關閉已有七十五年歷
史的國營公共電視及廣播電台「希臘廣播電視公司」（ＥＲＴ），裁撤近三千名員工。此
舉立即引發強烈抗議，政府發言人十二日改口說，重組瘦身後的ＥＲＴ最快將在幾周內重
新營運。
曾為希臘提供紓困的國際貨幣基金幾天前指責希臘，未履行該國二○一○年取得第一筆紓
困金時的承諾，縮減公部門人力。希臘政府迫於壓力，且為展現整頓決心，選擇拿無需國
會核准即可逕行裁撤的ＥＲＴ開刀。ＥＲＴ約有員工二千六百到三千人，其中六百人為新
聞工作者。
希臘聯合政府發言人克迪柯格魯稱ＥＲＴ「缺乏透明度」、「是浪費的天堂」，他指責Ｅ
ＲＴ收視率低，花費卻是民營電視台的七倍，人員則多出六倍。
希臘政府十一日宣布關閉公共電視台ERT，一名員工十二日在該台控制室內一邊工作一邊
拭淚。

ＥＲＴ旗下多家電視及廣播電台的訊號在雅典時間十一日晚間十一時中斷，但該公司短波
電台「希臘之音」及網路廣播仍正常播出。部分意外遭裁的ＥＲＴ員工拒絕離開該公司位
於雅典北方的總部，且總部外從十一日深夜起即有數以千計民眾集結抗議，雅典則已部署
了鎮暴警察。
面對新聞工作者、產業工會及聯合政府成員的強烈抗議，希臘政府發言人克迪柯格魯十二
日改口說，ＥＲＴ很快將留任一部分員工，成為一個規模較小且獨立的「現代國營組織」
。
他說：「我們並非關閉ＥＲＴ，而是暫時停止該公司營運，加以調整，使其健全運作。」
他還說，瘦身後的ＥＲＴ最快在幾周內或最遲在秋初開張，而目前停職的員工可申請回任
。
雅典新聞工作者工會譴責政府此舉是封鎖資訊，號召希臘所有媒體發動罷工，有些電子媒
體工作者已開始無限期罷工，一些電視頻道十二日也只播出重播節目及紀錄片。工會說，
部分報紙及其他平面媒體則從十三日起罷工。
紐約時報報導，希臘公務員人數雖已從二○○九年的九十七萬人，縮減為目前的六十五萬
人，但過去三年多來，希臘並未開除任何公務員，而是僅透過退休計畫及人事凍結，縮減
人力。
希臘本周已向債權人承諾，將在今年內裁減公務員四千人，明年底之前再裁一萬五千人。
力圖振興經濟的希臘已連續六年陷入衰退，摩根士丹利資本國際公司十一日宣布將希臘由
「已開發市場」類別，降為「新興市場」。

demonstrate the decisiveness of the government to move ahead with reforms,
shocked not only ERT employees, but the entire nation.

unions rebelled. They made the untenable demand of not a single lay-off."
