由於美國總統已終止美國和臺灣統治當局（在1979年1月1日前美國承認其為中華民國
）間的政府關係，美國國會認為有必要制訂本法：
有助於維持西太平洋地區的和平、安全及穩定；

1. The President-having terminated governmental relations between the United
States and the governing authorities on Taiwan recognized by the United
States as the Republic of China prior to January 1, 1979, the Congress finds
that the enactment of this Act is necessary
