Russia and Saudi Arabia have agreed to extend the OPEC oil production cuts
deal b another six to nine months, Russian President Vladimir Putin said at
the G-20 leaders summit in Japan on Saturday.
The OPEC+ group — the Organization of the Petroleum Exporting Countries,
plus Russia and other producers — meet on July 1-2 to renegotiate the pact
which expires June 30.

In 2016, Saudi Arabia and Russia agreed to try to jointly manage global oil
output to support prices in what became known as the OPEC+ coalition and the
current deal called for production cuts of 1.2 million barrels a day.
“We will support the extension, both Russia and Saudi Arabia,” Putin said
at a news conference in Osaka, Reuters reported. “As far as the length of
the extension is concerned, we have yet to decide whether it will be six or
nine months. Maybe it will be nine months,” said Putin said, who met the
crown prince on the sidelines of the G-20 summit in Osaka, Japan.
“In any event we will support the continuation of agreements, both Russia
and Saudi Arabia, in the volumes previously agreed.”

The announcement marks the first time a leader from the OPEC+ group has
indicated the curbs could be needed into 2020. That reflects a gloomy outlook
for oil demand next year due to a combination of slowing global economic
growth and rising U.S. shale oil output.

Kirill Dmitriev, the chief executive of Russian Direct Investment Fund who
helped design the OPEC-Russia deal, said the pact in place since 2017 has
already lifted Russian budget revenues by more than 7 trillion rubles USDRUB,
-0.2077% ($110 billion). “The strategic partnership within OPEC+ has led to
the stabilization of oil markets” while supporting global economic growth,”
he said on Saturday following the talks.
The Russia-Saudi deal followed an agreement made earlier in Osaka between the
U.S. and Chinese presidents to restart trade talks, and comments by Donald
Trump that he wouldn’t impose new duties on Beijing for now.
Since Russia and Saudi Arabia came together to manage the market in late
2016, benchmark Brent crude has oscillated between $45 and $85 a barrel.

International benchmark August Brent crude BRNQ19, -0.06% settled unchanged
at $66.55 on Friday. Prices on a front-month contract basis were up 3.2% for
the month, according to Dow Jones Market Data.
U.S. oil prices closed lower Friday, but gained more than 9% for the month of
June, as traders awaited the outcome of Sino-U.S. trade talks in Japan
Saturday and the meetings early next week between key oil producers.
August West Texas Intermediate crude CLQ19, +2.05% lost or 1.6% to settle at
$58.47 a barrel. Month to date, prices climbed 9.3%, according to Dow Jones
Market Data.

This year the OPEC+ alliance has cut production by more than the pledged 1.2
million barrels a day as U.S. sanctions on Iran and Venezuela reduced output
from both countries. Saudi Arabia also unilaterally made deeper curbs,
pumping 9.7 million barrels a day in May, compared with its OPEC+ ceiling of
10.3 million.
Saudi Arabia and Russia recently lobbied fellow OPEC+ nations to reschedule
their Vienna meeting, shifting it by a few days so oil ministers would gather
just after Putin’s sit-down with the crown prince, rather than before as
originally planned. OPEC+ will meet in the Austrian capital July 1-2.
