as witnesses than targets. Multiple Astros players told ESPN that they do not
expect to be disciplined, even if they were involved in the scheme. If the
league's investigation does determine the cheating was a player-driven
exercise, it's reasonable to ask why the front office or coaching staff would
be held accountable for something that wasn't their idea. The answer may be a
matter of pragmatism: Because of the 2017 memo, team personnel is vulnerable
to discipline. Punishing players would involve persuading them to tell the
truth, isolating the main culprits and fighting an emboldened MLB Players
Association, which would put up a significant fight. It could drag out the
process for months, even longer. This is the path of least resistance and
quickest outcome.
