這是加州資產稅相關規定的說明
Real Property Is Assessed at Acquisition Value.
Most properties are reassessed to market value when
(1) a change-inownership occurs or
(2) new construction takes place.
Only the improved portion of the property is reassessed to market value
following new construction.
美國本來就每州甚至某些城市的規定都不同
你才不應該把紐約的規定打到全國XD
更何況紐約也並沒有說每年都會調整AV
而是說當發生某些情況才調整
