Germany is reportedly investigating a new case of suspected spying
by Britain or the US inside Angela Merkel’s office.
德國媒體報導新一波英國或美國對於梅爾克的諜報行動的資訊
Investigators have found sophisticated spyware on a senior
official’s laptop, according to Spiegel magazine.

The programme in question, known as Regin, is believed to be used
by both GCHQ and the US National Security Agency (NSA).
這個軟體叫做Regin，一般認為是GCHQ或是NSA在使用
“There is an inquiry into malicious software,” German federal
prosecutors have confirmed. Officially, the investigation is
against “persons unknown”.
檢察官說確實有在電腦中發現惡意軟體，但植入者未知
But sources told Spiegel there is “no doubt” in the German
intelligence community the spyware is the work of either GCHQ or
the NSA.

Germany’s relations with Britain and the US have come under
strain over a series of spying scandals in recent years.

There was widespread outrage in Germany in 2013 after Edward
Snowden alleged the NSA had tapped Mrs Merkel’s mobile phone.

Last year Germany asked the CIA station chief in Berlin to leave
the country after it emerged that the US had paid a double agent
inside German intelligence to hand over secret documents.

Britain became embroiled in the row after allegations that it
operated a secret GCHQ listening post at its Berlin embassy to
monitor the German government.

Earlier this year the government wrote to Mrs Merkel’s office
threatening to cut off all intelligence cooperation over a German
parliamentary inquiry into spying.

But tensions have eased after it emerged that Germany’s own BND
intelligence service had spied on European allies.

In June Germany quietly dropped a criminal investigation into the
alleged NSA tapping of Mrs Merkel’s phone for lack of evidence.

According to the latest allegations, Regin was found on the laptop
of a head of department inside Mrs Merkel’s chancellery at the
end of last year.

The existence of the spyware programme was first made public by
computer security companies Kaspersky and Symantec last year.
該病毒第一次公開是被防毒軟體公司Kaspersky and Symantec公開
It is believed to be able to extract not only stored files but
also data about communications from computers, and send them back
to its originator without being detected.
該病毒據說不僅得以竊取電腦中之文件亦可以竊取電腦所進行的通訊，並將
之送回病毒來源者而不被偵測到。
GCHQ has been accused of using Regin in a 2013 surveillance
operation against Belgacom, Belgium’s largest telecommunications
company.
GCHQ在2013時即被指控使用Regin在比利時最大的電信供應商Belgacom
The NSA has been accused of using it in online surveillance of EU
insitutitons in 2010, including EU diplomatic missions in
Washington and at the UN.
NSA則在2010被指控線上監控很多歐盟的組織，更包含派駐在華盛頓的歐盟代表
以及聯合國代表們。
