簡單說一下來龍去脈，德國在今年(2017)九月大選後，政局因組閣問題陷入癱瘓
各政黨對於梅克爾的基督民主黨 (中間偏右) 相當有意見
過去與基督民主黨組成聯合政府的德國第二大黨社會民主黨 (中間偏左)，
在九月大選中流失大量選票，wiki是寫68年來最低得票率，
同時使得"德國另類選擇"(支持為納粹平反，被定為極右)一竄而成德國第三大黨
因此社民黨上下都拋出改革之聲，說要與梅克爾的黨劃清界線
然而就在稍早，社民黨黨魁做出了一番引爆reddit 歐洲版的發言後，
該黨黨員全面投票支持黨魁與基督民主黨進行聯合政府的談判
該發言就是要在2025前將歐洲統一成聯邦國家~

Schulz told delegates that he wanted EU member states to sign off on a “
constitutional treaty” that committed the bloc to take steps towards a
federal Europe – a proposal likely to be met with some resistance from
Merkel and other EU leaders.
“Such a constitutional treaty has to be written by a convention that
includes civil society and the people. This constitutional treaty will then
have to be put to the member states and those that don’t approve it will
automatically have to leave the EU,” Schulz said.
