French Hotel Confined Guests to Ensure Smooth Meeting for Chinese Officials
in Taiwan
法國連鎖飯店限制房客自由以確保中國官員在台會議順利
On June 25 2014 9:30AM, managers of a French hotel chain Novotel in Taiwan
broke into the hotel room of human rights lawyer Lai Chung-Chiang and several
social activists by force and confined them in a room while cutting off the
electricity, water supply, and internet in the room. This was speculated to
ensure a much disputed meeting between top Taiwanese and Chinese officials
taking place later that day in the hotel would be held without disruption.
2014年6月25日早上9點半,在台法國連鎖飯店諾富特的管理階層強行闖入人權律師賴中強
和幾位社運人士的房間並限制其自由,期間切斷房間內的水、電和網路。推測此舉是為了
確保台灣與中國高層官員在當日稍晚所舉行的一場備受爭議的會議不受干擾。
The incident immediately attracted attention on internet and hundreds of
comments have been left on the Novotel's social media page protesting the
apparent misconduct and breach of law of the hotel's managerial staff. Yet
the hotel remains that they broke into the room because some members of the
guests did not present their official ID at check-in and was out of a gesture
of care for the guests. As a clear violation of law, the group of guests is
considering a lawsuit against the hotel.
這場突發意外立即在網路上引發關注,上百則意見湧入諾富特的社交媒體網頁以抗議飯店
管理階層的不當行為和法律上的侵害。然而飯店方面表示,由於部分同行成員未登記身分

The incident began on June 25 at 1 AM, when human right lawyer Lai
Chung-Chiang and a few social activists checked in into two hotel rooms in
the Novotel Hotel in Taoyuan Airport, Taiwan. At 9:30AM in the morning, they
heard a shout of "room service" outside and were approached by hotel staffs
requesting them to leave the hotel because a few of the guests did not show
their ID at check-in. After they refused to leave and stated their right to
stay as the law protected, the hotel managers, including a French national,
broke in to the room by force and demanded the guests to leave. (see video)
事件起於6月25日午夜1點,人權律師賴中強及社運夥伴們登記進入台灣桃園機場內諾富特
飯店的兩間房間。早晨9點半時,它們聽見房門外有人喊"客房服務",接著飯店員工逼近
他們並且要求他們離開飯店,理由是房內部份房客不在入房登記清單上。在賴律師一行人
陳述法律賦予之權力並拒絕離開之後,這些飯店管理階層,包含一位法國人,強行闖入並

From 10 AM to noon Lawyer Lai along with other guests remained in the hotel
but were confined in one room. The hotel cut off the electricity, internet,
phone, and water supply of the room. At 2PM The group asked to order room
service. The hotel claimed room service was not available for the day, and no
drinking water can be provided. At the same time, they did not allow the
group to leave the room by own will.
從上午10點一直到下午賴律師和其他成員仍持續留在飯店,但被限制在一間房間內。飯店
方面切斷該房間的電力、網路、房內電話和自來水。下午2點時他們要求客房服務,但飯
店方面聲稱當日不提供客房服務,連飲水也未獲給予。同時一行人也被限制不可隨意離開
房間。
At 4 PM The Novotel Taiwan posted a press release claiming breaking into the
hotel room was out of a care for the guests and was because some members of
the party broke the law by not showing ID at registration. Later the press
release was taken down from the website.
台灣諾富特於當日下午4點發出新聞稿,聲稱闖入房間是出於關心房客以及因為部分成員
未依規定登記身分。稍後網頁上的新聞稿被撤掉。
At 6 PM The group agreed to leave all together, but was rejected by the hotel
to take the elevator or the front entrance. Meanwhile, hundreds of protesters
gathered at the hotel door demanding an immediate permission for the group to
exit hotel by the front entrance.
下午6點一行人同意一起離開,但飯店方面不允許他們搭電梯或從前門離開。同一時間上
百位抗議者聚集飯店大門,要求立刻同意該行人從前門離開。
The whole incident was clearly tied to the highly controversial meeting
between Zhang Zhijun, the head of the Taiwan Affairs Office in China, and
Wang Yu-chi, the Minister of the Mainland Affairs Council in Taiwan, which
took place on June 25 at the Novotel Hotel Taoyuan Taiwan. The meeting has
been regarded as lack of transparency and without congressional approval,
heavily protested by pro-democracy activists in Taiwan.
整起事件顯然與當日該飯店內國台辦主任張志軍與陸委會主委王郁琦間有高度爭議的會面
有關。此會議被認為不夠透明而且未經國會批准,因而在台灣引發民主派人士強烈抗議。
To ensure the smooth proceeding of the meeting, the hotel took the action
they perceived necessary and casted the unwanted guests out, but also forever
cast a shadow on their reputation as a political lackey willing to sacrifice
their guests' legal right in the face of political pressure
為了保證會議可以順利進行,飯店採取了他們認為必要的措施並逐出不受歡迎的房客。但
在面對執政當局壓力時選擇犧牲顧客權益,其信譽將永遠蒙上陰影。
