§ Taiwan’s political view from Taipei’s perspective
台灣經濟成就曾經享譽國際,但是從上面的敘述得知,經濟的成長已造成這個社會
的區域貧富差距日益嚴重。缺乏兩院制國會的有效監督行政部門,以及政府輕忽區
域的均衡發展,縱使曾為經濟繁盛的城市,只因離台北越遠,行政機能越遞減,而
年輕人口只能留在薪資高的台北,其他城市終將成為邊陲。
Taiwan’s economic achievements were once internationally renowned,
however as demonstrated in the previous section, economic growth has
worsened the ever-expanding gap between the rich and the poor in the
society. The lack of bicameral Congress effective supervision of the
executive offices, as well as the government overlooking balanced
regional development, has caused cities that once flourished in economy
to decline in administrative function simply because of their geographical
distance away from the capital, Taipei City. With the younger population
migrating to Taipei with the promise of high salary, other cities continue
to become marginalised.
以台灣屏東為例,從 2010 年以來,人口數已減少 46,930 人。屏東,她位於台灣
最南端,從國民黨遷台後,長久以來皆位處於台北政治經濟中心的冷淡地位,國
家資源分配比例遠遠落後其他大型城市。近年來,許多屏東民眾憂心他們的城市
逐漸死氣沉沉,與此同時,面臨國會議員可能減少一席,勢必影響屏東民眾在
國會的發聲權。【 11 】
Take Pingtung, the most southern city in Taiwan for example, the population
has been reduced by 46,930 people since 2010. Situated at the
southernmost tip of Taiwan, it has been regarded as an unconcerned area
to the political and economic centre of Taipei City since the Kuomintang
(KMT Party) moved to Taiwan from China. Pingtung has received national
resources of proportions far less than other large cities in Taiwan. In recent
years, many people in Pingtung are concerned that their cities are becoming
increasingly lethargic, and at the same time, they might lose one congressional
representative in the near future, which will no doubt affect the say of the
people of Pingtung in Congress.【 11 】
在缺乏經濟人權與聯邦兩院國會的憲政制度保障之下,屏東的落後是台灣經濟
發展的縮影,只是連公司大部分集中在台北的社會公器即媒體第四權也對屏東
公共議題默不關心,這讓屏東的發展更難受到台北官員的關注。
In the absence of economic human rights and the protection from federal
government under the constitutional system, the decline of Pingtung is
the epitome of Taiwan’s economic development. It is highly unfortunate
that this phenomenon has failed to garner the attention of the media
which are mostly situated in Taipei, which makes the unbalanced
development of Pingtung even more difficult to receive the much needed
concern by the officials in Taipei.
有團體透過政府請願平台,要求將高速鐵路建設延伸到屏東,有 6055 位民眾
進入網站表示支持(https://goo.gl/34qnUM),一周內就通過平台要求的規定。
一般而言,每項議題通過門檻的機率只有約 4.7% 而已,因此民眾發出的強烈
聲音引起台灣社會的輿論。屏東縣長、許多民間團體相繼呼應交通建設不應忽
視屏東。屏東民眾對交通建設的訴求如此強烈是因為他們希望享有區域均衡的
發展與經濟人權的平等,而政府投資交通建設是一種重要象徵,代表政府願不
願意改變區域的不均衡以及經濟人權的不平等。
Recently, a group has filed a petition through the government petition
platform for high-speed railway construction to be extended to Pingtung.
This petition has received support from 6055 people to date, and has
met the requirement instigated by the government platform within a
week of its initiation.(https://goo.gl/34qnUM) Typically, only about 4.7%
of the petitions would be able to meet the requirements of the platform.
From there, the strong voice of these people has gathered great
interest and attention of the society in Taiwan. The Pingtung county
magistrate, as well as several social activist groups, have echoed
the petition for raising the awareness of the importance of
communication constructions in Pingtung. Residents of Pingtung have
come together on this issue hoping that they would be able to have a
balanced regional development as well as equality in economic human
rights. They believe that the government’s investment in communication
construction would be an important symbol of the government’s
willingness to improve the situation of regional imbalance and inequality
of economic human rights.
台灣長期的資源與政策視角多以台北為中心,並不利人材與資源回到具區位
優勢的都會區協助地方產業轉型與創新。更多的企業總部與資金往台北都會區
集中,但人口流失、連基礎建設、工作機會都缺乏的縣市,廠房關閉、
財政惡化、區域間的貧富差距擴大,未來也只能面對難以翻身的困境。
台灣如何面對挑戰,建立在區域均衡與機會平等的基礎上,對內消弭歧見
及對立,對外聯合其他國家更緊密的合作,是這個時代不可或缺的。
For decades, Taipei City has been the prime subject of consideration in
regards of resources and government policies. It does not favour local
industrial transformation and innovation when talents and resources are
concentrated in the more advantageous metropolitan regions. As most
corporate headquarters and funds concentrate in Taipei City, other
regions are forced to face with population loss, lack of funding for
infrastructure development, employment opportunities. As the economy
in these regions continue to suffer, the gap between the rich and the
poor continues to increase. Such hardships would undoubtedly prove
to be long-term challenges for these rural regions.
It is therefore all the more critical for Taiwan to come up with strategies to
face these challenges ahead, to eliminate domestic differences and
oppositions, and to form alliances with other countries on the basis of
the common goal of attaining regional balance and equal opportunities for all.
