1.應該算是固定用法吧 twice/two times等都是這樣用twice as much/two times as many...2.past thirty years期間一直都在降 沒有明確的過去時間點,會用現在完成式

2. "has fallen"過去三十年間直到現在都還在減少如果用"had fallen"，那是說曾經減少過，但是後來又回升了
