[請益] 請問designation與riling的意思

報紙中談到關於鯨魚擱淺
On average, 8 humpback whales are stranded each year from Maine to
Virginia, and fewer than 2 are hit by ships, according to data from
NOAA.
An unusual mortality event is a specific designation under the Marine
Mammal Protection Act, and is defined as "a stranding that is unexpected,
involves a significant die-off of any marine mamal population, and
demands immediate response."
請問第二段第一行的designation在這裡要怎麼理解比較好呢?
另外,有篇文章提到川普與習近平

rife原意是「激怒」,China-riling在這裡意思是什麼呢?

1. 字典定義 designation 可數時,表示“給定的正式名稱,雖然 unusual mortality event 看起來是不怎麼特殊(很令人懷疑),但上 NOAA 網站,它有定義 UMEChina-riling 看起來就是 rile China(惹惱中國)的複合形容詞,把受詞往前移,動詞改成 Ving例如:a heart-breaking story

那句說的不就是,「嘿 UME 雖然聽起來好像不知所謂,但是在法律上可是有定義的特殊詞彙」整句就在講它有定義/定義是什麼,所以用得很適合啊

的確耶,只查 designation 的定義,就沒看繼續看下去了XD原來 and 後面有定義,我還到 NOAA 上看定義....
