民進黨桃園市長參選人林智堅台大國發所碩士論文疑似抄襲，國民黨多名市議員日前已具
名檢舉，台大日前表示確認受理，校內已組成審定委員會，將依規定將通知被檢舉人、林
智堅提出書面說明或到場陳述意見，於兩個月期限內完成調查。
根據處理要點，審定委員會將以院長擔任召集人，林智堅一案召集人將是台大社科院院長
蘇宏達。
據本報掌握，蘇宏達近來行事作風相當低調，對外一概不談論此案進度，不過他已於7月
22日下午透過台大社會科學院辦公室，向台大社科院博士丶碩士丶學士和碩士專班學生發
表內部信，信中強調，委員會一定依據法規，毋枉毋縱，按歐美一流大學最高標準處理，
全力捍衛臺大與社科院的榮譽。
他在信件提及，這個醜聞也再次提醒我們誠實丶紀律和榮譽的重要，各位一定要謹記在心
，一生不渝。
●院長致全院同學說明本院處理論文涉抄襲事件信件全文：
各位臺大社科院博士丶碩士丶學士和碩士專班同學大家好：
時值酷暑，希望大家都健康平安。 相信大家都已聽聞本院國發所碩士專班2017年畢業生
論文疑涉抄襲一事。
此事弄得沸沸揚揚，已嚴重傷害臺大和本院的聲譽，亦引發諸多校友的關切丶甚至憤怒，
對於絕大部份兢兢業業丶認真踏實的師生同仁，尤其是碩士班同學，極不公平。為此，本
院已依規定成立審定委員會，由院嵽竷l集人兼會議主席。委員會一定依據法規，毋枉
毋縱，按歐美一流大學最高標準處理，全力捍衛臺大與社科院的榮譽。
由於依法必須全程保密，審理期間，我不會接受任何單一媒體採訪丶詢問，一切由臺大公
關室對外說明並聯繫。因此，媒體刊載關於個人的說詞或評論，純屬捕風捉影，均非事實
，還請各位理解。待審理告一段落，若有必要，我必會公開向各位以及社會說明清楚，同
時深入檢討並提出改革計畫，徹底消除導致本案發生的環境和結構。
這個醜聞也再次提醒我們誠實丶紀律和榮譽的重要，各位一定要謹記在心，一生不渝。
在這一段辛苦的過程裡，還請所有同學堅守崗位，以真誠丶行動和紮實的成績，再度擦亮
臺大社科院的金字招牌。

Dear Students of the College
May you all have a happy summer break.
You must have learned that the university and the college are now busy
investigating a plagiarism scandal involving a former professional master's
student of this college and his supervisor then. Following the rules, the
college has established an ad hoc committee investigating this scandal, of
which the dean has assumed the presidency. I assure you that this committee
will base the whole process of investigation on the law and the highest
standards of world-class universities in the US and Europe.
According to the law, the whole process must be kept in secrecy; therefore, I
have never accepted any invitation for interviews by the media. Any reports
on me or my quotations on this subject in the media are fake. Once the
mission is completed, I will hold a press conference to explain the whole
process if necessary and start to reform the structure that made this scandal
happen.
This scandal has reminded us of the importance of integrity, honor, and
discipline, which you all must comply with throughout your life.
This scandal has severely damaged the reputation of the NTU and our college.
To restore the general confidence in our college, we cannot but work harder
and honestly. Nonetheless, we can surely break the
waves hand in hand and rebuild the reputation of our college, a hub for
educating future leaders who you all precisely are.
