就是本周獲國會批准的憲法改革案。
(Reuter)In power for two years, Italian Prime Minister Matteo Renzi has
initiated many reforms aimed at invigorating the anemic economy, including
his flagship overhaul of the constitution which was approved by parliament
this week.
但一項就在他腳下的重大基礎設施計畫爭議,顯示要讓義大利重回正軌,仍有很多工作要
做。
But the woes of a major infrastructure project right under his feet reveal
how much work still must be done to get Italy back on track.
羅馬的地鐵C線原本計畫在2000年天主教聖年時,將該市兩座主要大教堂連結起來。16年
後,該地鐵線尚未到達第一座教堂,且可能永遠不會到達第二座的聖彼得大教堂。
Romes Metro C was meant to link the citys two main cathedrals in time for the
Holy Year in 2000. Sixteen years later, the underground line has not yet
reached the first church and might never make it to the second, St. Peters
Basilica.
雖然先進的無人駕駛路網初始路段終於在2014年開通,但沒人知道這條地鐵線終點將在何
處或是下一個車站何時會啟用。
While the initial section of the state-of-the-art driverless network was
finally inaugurated in 2014, no-one knows where the underground line will end
or when the next station might open.
混亂的狀態,反映出困擾這個歐元區第三大經濟體內無數商業計畫的類似問題,即便倫齊
推動改革,但官僚主義和紊亂的法律正拖累義大利的發展。
The state of confusion reflects similar problems besetting myriad business
projects in the euro zones third-largest economy, where, despite Renzis
reform drive, bureaucracy and tangled laws are dragging down Italian
development.
在2010至2013年間擔任義大利國家審計院主席的詹帕里諾說:「所有義大利公共工程的問
題、惡習及缺陷,都在這項計畫中表現出來。」該院曾於上述期間對初期的成本超支展開
初步調查。
"All of the problems, vices and defects of Italian public works are evident
in this one project," said Luigi Giampaolino, head of the National Audit
Court between 2010-2013 when it launched an initial investigation into early
cost overruns.
建商說,由於國家、城市與地區的要求,他們7年來被迫回應這些出資單位,對原計畫進
行45項重大變更,考量的眾多因素從新安全標準到施工時發現的文物。
The builders say that in seven years they have had to make 45 major changes
to the original plans because of demands from the state, city and region,
which are funding the project, taking into account everything from new safety
standards to archaeological finds that were uncovered by their work.
地鐵C線聯營企業主管詹內利說:「想在這裡管理重大計畫幾乎是不可能的。」該聯營企
業包括建商阿斯大地、水泥製造商Caltagirone旗下建商Vianini Lavori以及交通號誌系
統商安薩爾多。
"Trying to manage a major project here is almost impossible," said Fabio
Giannelli, the director of the Metro C consortium, which includes Astaldi,
VianiniLavori, a unit of Caltagirone, and Ansaldo STS.
